The PayPal scams never seem to stop. These latest variations seem to put a little more information in the message to make look legit, the IP address of the person who supposedly tried to access your PayPal account.

This is nothing but a “Phishing” scam. Do NOT click the links in these kinds of messages. Just delete the message and forget it.
